Indicator Definition

This indicator measures the total length (in kilometres) of roads that have been newly constructed, rehabilitated, or upgraded to improve access to essential services such as markets, schools, and health centres.

The road construction, rehabilitation, or upgrading can have been managed by Helvetas and by supported institutions. 

Responsibility: When should indicator be reported on by TRAC4Change unit and when should It be reported on by the project?  If the project is clearly within Helvetas then it is the project that should report on the indicator, if outside of Helvetas then the unit will report.

Measuring Unit

Kilometres of roads benefiting the communities served by the road construction or rehabilitation activities. All types of tracks and roads are included, such as trails, footpaths, rural roads, paved roads, regional roads, and community roads, but NOT bridges.  

Examples of Actvities

  • Construction of new roads to improve access to key services. 

  • Rehabilitation of existing roads to enhance their safety, durability, and connectivity. 

  • Upgrading of dirt roads to all-weather roads to ensure year-round access. 

  • Incorporation of drainage systems to ensure road sustainability during rainy seasons. 

  • Development and implementation of road maintenance plans in partnership with local communities and governments. 

  • Supporting institutions to construct or rehabilitate access roads, or footpaths. 

  • Capacity building and technical support to institutions responsible for infrastructure development. 

  • Community mobilization and engagement to support infrastructure maintenance. 

  • Coordination with local authorities to integrate constructed or rehabilitated infrastructure into broader transportation networks. 

Data Collection

Data Source and Means of Verification

Project reports (e.g., construction and rehabilitation reports and contracts, monitoring records). 

Local government or transportation authority records (if needed). 

Geographic Information System (GIS) mapping data to confirm the length and location of roads (if available). 

Measuring Frecuency

Continuously during the project, best to keep track every time a road is finished.

Data Collection Guidance

The number of kilometres should already be agreed in the planning documents or work contracts. The result can be registered (and adjusted if needed) once the activity has been completed. 

Regular monitoring during project implementation and post-construction assessments to verify the number of kilometres road being constructed, rehabilitated, or upgraded

How to report

Annual reporting: Report the total number of kilometres of roads constructed, rehabilitated, or upgraded, disaggregated by road type, that have been completed within the reporting year.  
 
Reporting is cumulative, meaning that you should not report on kilometres there have been reported on in previous years within the same project.
