Helvetas aims for all programs and projects to considerand integrate the cross-cutting themes systematically.Project and programs are not expected to betransformative for every cross-cutting theme. However,no program or project should be theme-negative ortheme-blind due to the higher risk of either maintaining,exacerbating, or creating new inequalities, conflictsand injustices. All cross-cutting themes should betreated in a “significant” way, meaning that every projector program is at least in the “sensitive” category.
