Data Collection
| Data Source and Means of Verification |
|
|---|---|
| Measuring Frecuency | Data should be collected continuously throughout the project or whenever significant activities are completed. At least endline is reuqired, however it is suggested to measure this annually. |
| Data Collection Guidance | Surveys or Interviews: Conduct surveys with employers or use existing employment records to identify the total number of jobs created as a result of the intervention. This should include full-time, part-time, and seasonal jobs, as long as they meet the defined criteria for "decent work." Verify the work conditions by employee surveys. |
| Common Challenges | Challenge: Verifying the quality of jobs created. Approach: Use detailed employee surveys to ensure jobs meet decent work standards. Challenge: Distinguishing Between Jobs and Individuals. Approach: Ensure that data collection methods focus on counting jobs rather than individuals. This may require adjusting surveys or records that traditionally track employment at the individual level. Challenge: Overlap between multiple job creation projects. Approach: Coordinate data collection across projects to avoid double-counting. Challenge: Tracking informal sector jobs. Approach: Work with community leaders and local organizations to accurately capture job creation in informal sectors. |
How to report
Use the employer questionnaire to gather the total number of jobs created (new and improved), disaggregated by type (full-time, part-time, seasonal), formal/informal, sector, and other categories.
Use the employee questionnaire to assess whether the job in one business meets at least these four of the ILO-defined criteria for decent work:
Fair and regular income.
Workplace safety and security.
Access to social protection.
Freedom to express concerns.
Determine the proportion of surveyed jobs that meet all 4 of the above selected decent work criteria:
Number of Jobs meeting the 4 selected criteris/ Total Jobs created = Proportion of decent Jobs
Multiply the proportion of decent jobs by the total number of jobs of this business, as reported by employers:
Report the total number of jobs created for each business, disaggregated by the different categories and especially whether they are decent or not. Ensure that each job is counted only once, regardless of how many individuals have held it.
