Indicator Definition

This indicator measures the proportion of individuals in households who have access to a hand-washing facility with soap and water within the projects’ target areas. A basic hand-washing facility refers to a device or container with water and soap that allows people to wash their hands. The facility must be in regular use and easily accessible to be considered functional.

Handwashing facilities may be fixed or mobile and include a sink with tap water, buckets with taps, tippy-taps, and jugs or basins designated for handwashing. Soap includes bar soap, liquid soap, powder detergent, and soapy water (SDG 6.2.1).

Note: In this indicator, the term "population" refers specifically to the people living within the target area of the project.

Measuring Unit

Household Survey: A representative sample of the target population is required. The provided household survey should be used for consistent global comparability.

Data Collection Guidance

Conduct household surveys for a representative sample at baseline and endline. Ensure the survey captures whether the households have gained access/started using correct handwashing as a result of the project activities.


Note: Data for indicators WFC 1.1, WFC 1.2, WFC 1.3, and WFC 1.4 can be collected during the same data collection activity.

How to report

The proportion of the population using hand-washing facilities with soap and water is calculated by dividing the number of individuals living in households that report using such facilities by the total number of individuals living in the surveyed households.

This proportion can then be extrapolated to estimate usage across the entire population living in the intervention area. Extrapolation in this context means applying the calculated proportion from the surveyed sample to the broader population, assuming that the sample is representative of the whole area. Please report the extrapolated and disaggregated number (e.g. based on baseline household data).
