This indicator should be used in all humanitarian response projects where financial assistance is provided directly to primary stakeholders. The purpose of this indicator is to measure the proportion of the total financial support that reaches primary stakeholders through cash-based transfers or voucher systems, as opposed to in-kind assistance or other types of support.

This indicator measures the proportion of total direct primary stakeholders costs (i.e., funds intended to be spent on or transferred directly to primary stakeholders) that are distributed through cash or voucher modalities, as opposed to other forms of assistance like in-kind distributions.
