Indicator Definition

The indicator measures the number of persons who were provided access to shelter solutions whose size meets Sphere Standards (minimum covered floor area of 3.5m2 per person and 4.5 metres in cold climates), the design of which is culturally acceptable, and (re)construction of which is in accordance with safe building practices and involves the affected population. The indicator includes both permanent and semi-permanent shelter solutions.

  • Rehabilitation or reconstruction of damaged shelters. 

  • Distribution of shelter kits, materials, and tools, including gasoline.

  • Project data, such as registration forms, shelter construction records, and distribution lists. 

  • Reports from implementing partners and third-party verification. 

  • Interviews/survey with people accessing the shelters to verifying their experience with the shelter solutions.

Measuring Frecuency

Data should be collected continuously as shelter assistance is implemented and compiled at the end of the project or reporting period. 

Data Collection Guidance

Collect data through registration forms and distribution lists, alternatively the number can be based on interviews with key informants and/or observation. 
Cross-reference with shelter construction or rehabilitation records to verify that the shelter meets the necessary standards. 

How to report

Count the number of persons which benefit from the assistance.  
 
If you know the number of assisted households but not the real number of household members (number, gender, age) you need to estimate by the typical ratio in your area.

While this indicator tells you whether people think that the shelter assistance was provided on time and whether they perceive their settlement to be secure, it does not tell you much about the quality of the supported shelter solution. Therefore, consider complementing this indicator with ECHO's Key Results Indicator "Access to Adequate Shelter".
