This indicator measures the number of initiatives established or supported to strengthen policies, laws, rules, institutions, strategies, plans, and/or budgets for more integrated natural resources governance.

Initiative: An initiative in advocacy or policy dialogue refers to a systematic, mid- to long-term effort aimed at achieving a specific change, such as a policy or regulatory shift. It typically involves a combination of activities, events, and efforts by one or more organizations working together. An initiative can be driven by a single entity or through collaborations in networks or alliances. Helvetas, for example, may support or co-lead such initiatives by facilitating, funding, or offering strategic support, but not through one-off events or actions.

Strengthening: Improve the effectiveness, inclusiveness, transparency, accountability, and/or equity of governance related to natural resources, such as water, land, forests, biodiversity, and ecosystems.

  • Conducting capacity-building workshops for stakeholders on natural resource management.

  • Facilitating multi-stakeholder dialogues to improve governance frameworks for natural resources.

Data should be collected continuously throughout the project or whenever activities are completed.

Data Collection Guidance

Track initiatives throughout the project. Keep a record of all initiatives in the field of natural resource governance established or supported during the project (for most projects the number of initiatives is just one). For each initiative, make sure to document important details like the type of initiative, the level of governance (local, regional, national), and the planned and completed activities. Gather project reports, policy documents, and records from government or other natural resource authorities to verify the initiatives. 

If resources allow, conduct follow-up surveys or interviews with stakeholders involved in the initiatives to assess their impact and relevance. 

How to report

Measure the total number of initiatives established or supported to strengthen policies, norms, or standards related to WASH and integrated water resources management (IWRM), including those that enhance climate resilience, sustainable water use, and ecosystem protection. - in many projects this could be just one.  

Ensure that the data is disaggregated by key categories, such as governance level (local, regional, national). Report only new initiatives each year; ongoing initiatives should not be reported again if they were already included in the previous year’s report.

Note that this is an output indicator, and the purpose is to count the number of initiatives. The initiatives do not have to be successfully implemented as long as there is an ongoing process. Successful initiatives should be reported under indicators T 004 and T 005.
