WSG 1.1.7 Supported actors to increase capacities for WASH

Indicator Definition

Indicator Name WSG 1.1.7 Number of civil society, public or private actors supported to increase capacities for WASH service delivery
Indicator Definition

WASH stands for Water, Sanitation, and Hygiene services, which encompass a range of activities aimed at ensuring safe and equitable access to clean water, sanitation facilities, and hygiene practices. These services typically include:

  • Water supply systems for drinking, cooking, and personal hygiene.

  • Sanitation facilities such as latrines, toilets, and safe waste disposal systems.

  • Hygiene promotion initiatives, including handwashing campaigns, menstrual hygiene management, and education on personal hygiene.

Civil society, public or private actors: This includes a wide range of stakeholders such as civil society organizations (CSOs), public institutions, private sector entities, and other actors involved in governance and service delivery. For instance, district water offices and water user associations. They can also consist of utilities and other service providers, whether public or private, that directly contribute to water, sanitation, and hygiene services. Additionally, civil society organizations working to enhance government policies, water security, sanitation, or hygiene practices can also be considered part of this group. This support can include capacity development, financial assistance, or in-kind contributions such as equipment, training, or materials. They are part of the primary stakeholders and actors important for the project to reach its goals. Consortium partners, service providers and third party collaborators are not included.

Increased capacity means local authorities are better equipped to deliver WASH services at technical, institutional, and financial levels. Through training, knowledge sharing, and advisory support, they can build, operate, and maintain WASH systems to provide sustainable services that benefit their communities.

Note, civil society, public or private actors supported to increase capacities for more integrated water resource management and governance is reported under indicator WSG 1.1.8. If you are uncertain whether to report the result under WSG 1.1.7 or WSG 1.1.8, choose the one that is most relevant (but not both).

Data Collection Guidance

Register supported actors: Keep a clear record of each supported civil society, public, or private actor. Include details like their objectives, the activities they participated in, and the outcomes of those activities. Gather information through project reports, policy documents, and program records at each stage of the project.

If resources are available, carry out follow-up surveys or interviews with the supported actors to understand how the support has impacted WASH service delivery.

How to report

Reporting to Head Office is done annually. Report the total number of civil society, public, or private actors that received support from Helvetas to provide WASH service delivery without double counting.

Each organisation is counted as one, do not count the number of members. If an organisation has several "divisions" and the support provided to these divisions are clearly separate, e.g. they contribute to different outcomes, then each division can be counted as one.

If an actor participates in multiple activities, they should only be counted once within one calendar year. If an actor received support in a previous calendar year and is receiving support in the current year, they should not be counted in both years. Only new actors should be reported every year

This indicator does not include:

  • Service providers, such as trainers or consultants

  • Consortium partners, with whom we implement projects jointly

  • Third-party collaborators

For more information consult the institutional collaborators matrix

Do NOT include number of schools and Health Care Facilities supported, as these are counted in WSG 1.1.2 and WSG 1.1.5.
